Teresa Serra is the
Environment Sector Manager for the Latin America and the Caribbean
Region (LCR), a position she assumed in May 2000. In this capacity,
she is the focal point for environmental issues in the region and
manages the Environment Family, a group of about 45 staff, a third
of which located in the field. She is responsible for providing
environmental leadership, ensuring the quality of the environmental
portfolio and of environmental assessment and review of projects
proposed and implemented by the Bank in LCR. She also represents LCR
on the Bankwide Environment Sector Board.
Ms. Serra joined the
Bank in 1992 as an Environmental Specialist in the Environment
Division of LAC's Technical Department. She has been extensively
involved in institution building, policy and program formulation,
and project design and implementation, focusing on environmental and
social issues. In July 1999, she became Sector Anchor for Bolivia
and Paraguay/Environment, Social and Rural.
Before joining the
Bank, between 1987 and 1992, Ms. Serra was Head of the Environment
Department at ELETROBRAS, the national coordinating agency for power
system expansion planning and operation in Brazil, where her
responsibilities included preparing and negotiating sectoral
safeguard policies and action plan, negotiating licensing guidelines
and procedures for power sector projects, and mainstreaming
environmental and social concerns in long-term expansion planning.
Other prior professional activities include extensive
experience in urban and regional planning, municipal development,
coastal zone management, land use zoning, and slum upgrading. |
