PROFESSIONAL
EXPERIENCE |
1.9.1989 to present |
Principal Scientific
Administrator at the European Commission's DG XII (Science, Research
and Development), working in Scientific and Technological
Cooperation with Developing Countries (RTD/E-4). My responsibilities
include, "inter alia": a) Coordination of the research
area "Sustainable use and management of Natural Resources"
including direct involvement in the interface with the FP4's
programmes "Joule-Thermie" and "Environment and
Climate"; b) Management of the thematic areas concerning policy
research (renewable energies, water, relationship between economic
development and environmental sustainability, etc.) and research on
ecosystems (coastal zones, wetlands, oceans) under FP4; c)
Management of 55 research contracts in the areas of livestock
production and health, fisheries and aquaculture (FP3); d) Strategic
analysis inputs concerning S&T cooperation with Developing and
Emerging economies, in the context of the progressive globalization
of the world's economy and the promotion of European international
competitiveness; e) Promoting and implementing close liaison with DG
I and DG VIII in the above mentioned thematic areas, particularly in
the context of initiatives involving a substancial degree of
intra-European coordination (e.g. fisheries, agriculture); f)
Liaison of DG XII with the World Bank, the FAO and the UNCED
follow-up activities. |

Member of the Faculty
of Veterinary Medicine, Technical University of Lisbon, in charge of
organizing and implementing the teaching of Biomathematics and
Informatics with emphasis on its use in Epidemiology, Public Health
and Preventive Medicine. Founder of a interdisciplinary research
unit on Epidemiology and Economics, with direct financial support
from the private sector, supporting the efficient planning and
management of dairy, pig and sheep farms; in this context,
supervised 8 Ph.D. students and a large number of graduates and
coordinated scientifically a research project on farming systems in
Guinea-Bissau, funded by the World Bank.
In paralell,
continued its long standing activity as an international consultant
in livestock production and health, rural development and
agricultural research. Work included mostly the identification,
preparation and supervision of investment projects ranging from US$
10 to 100 million, funded by the World Bank. During this period, I
have also consulted extensively with the FAO, the Swedish Agency for
International Development (SIDA) and the Consultative Group for
International Agricultural Research (CGIAR). Countries visited in
Africa included Angola, Ethiopia, S Tomé & Principe, Cameroon,
Guiné-Bissau, Morocco, Gambia and Senegal; and Brasil, Argentina,
Mexico, Ecuador, Peru and the Dominican Republic in Latin America.
Inside Portugal, the
following tasks were acomplished: a) Scientific Adviser to the
Director of the National Fisheries Institute (1983-84); b) National
Coordinator of the bilateral scientific cooperation agreement with
the USA (JNICT/National Academy of Sciences,, 1985-87); c) Member of
the Consultative Council for S&T in representation of the
Minister for Agriculture; Director and Vice-President of the
Technical University of Lisbon's industrial liaison office (GAPTEC,
1987-89). |
10.1.1980 to
31.12.1982 |
FAO's Senior
Livestock Development Adviser to the Minister of Agriculture,
Mozambique, with the responsibility of supporting senior Ministry
cadres in the identification, preparation, appraisal and evaluation
of livestock and rural development projects financed by bylateral,
multilateral and international agencies. During this period became
acquainted with development issues in the majority of Southern
African countries |
1.7.1977 to 9.1.1980 |
Head of Division,
Animal Production, Livestock Services, Mozambican Ministry of
Agriculture, as part of the Nordic Aid Programme funded by Sweden,
Norway, Denmark and Finland. Responsibilities included the
coordination of 10 internationally recruited experts, from the FAO
and bilateral agencies, in technical assistance, training and
applied research. |
5.3.1975 to 30.6.1977 |
Auxiliary Professor
and Director of the Faculty of Veterinary Medicine, University of
Mozambique. Responsibilities included the lecturing of General and
Quantitative Genetics to undergraduates in Veterinary Medicine and
in Biology as well as Faculty management duties. During this period
was also consultant to the Ministry of Agriculture on basic and
intermediate agricultural training.

14.7.1972 to 4.3.1975 |
Veterinary second
lieutenant in the Portuguese Army and Commander of the Food
Inspection Unit in Northern Mozambique. During this period was also
Director of Livestock Development in a major private agro-industrial
company, with responsibility for its significant expansion of
livestock farming operations. |
8.12.1968 to
13.7.1972 |
Scientific Officer of
the Institute of Veterinary Research of Mozambique. Ph.D. student
until July, 1971 and responsibility for the genetic improvement of
cattle thereafter. |
