Innovative experience in LAC:

Micro-enterprises multi-stakeholders partnerships in the management of water in a Municipality of the city of Lima
Public-private partnerships represented by municipality, citizens micro-enterprises and research centres to ensure water supply and quality in Villa María del Triunfo, Lima, Peru.

In Villa María del Triunfo, water for human consumption is obtained from rivers.  In the past, the population drank water that had not undergone previous sanitary control or treatment of any kind.

A research funded by the competitive funds programme of the Secretariat EMS-IDRC provides new guidelines in participatory environmental management.  The proposed system consists of the participation of the Villa María del Triunfo population, the Peruvian water utility (SEDAPAL), the establishment of a mixed micro-enterpise (COVAAP) and the services of the water distribution teamsters association.

Populations wishing to obtain drinking water services may apply at the Municipality to secure such supply in their settlements by convening a previous general assembly of the community. 

This assembly must approve the request and sign the application form.  The approval commits the undersigned to provide labour for the construction of the drinking water reservoirs and, simultaneously, appoints a drinking water managing council  that becomes a mixed public-private micro-enterprise for the management of water supply through the COVAAP –Potable Water Surveillance and Managing Committee.  COVAAP signs agreements with the water distribution teamsters association for the water supplies obtained from SEDAPAL (Peruvian Potable Water Utility) that is transported to the reservoirs built by the local communities. 

The financiall resources for the competitive funding programme are fully donated by IDRC.
